AKLAN ENVIRONMENT AND NATURAL RESOURCES OFFICE

ACCOMPLISHMENT REPORT CY – 2009

 

 

1.     The Provincial ENRO as head of the Aklan Environment and Natural Resources Office had actively participated in, as member of the Provincial Technical Working Group, crafting the now enacted and approved General Ordinance 2009-05 known as “An Ordinance Enacting the Environment Code Of Aklan”.

 

2.     The Provincial ENRO had submitted to the Provincial Governor a Project Proposal on the establishment of the Provincial Materials Recovery Facility With Composting Technology developed by the Industrial Technology Development Institute (ITDI) – Department of Science and Technology (DOST) to be located at Brgy. Lalab, Batan under usufructuary contract and to be operational this year.

Specific Objectives of the Project:

 

a.     To convert the biodegradable wastes into organic fertilizer through aerobic bioreactor process;

 

b.     To provide alternative supply of organic fertilizer to support the need of organic farming in the province;

 

c.     To provide alternative Solid Waste Management options of the Province of Aklan on its systematic, comprehensive and Ecological Solid Waste Management Programs that shall encourage the implementation of the “Eco-Solid Waste Management Act of 2000” among its component municipalities, barangays and their constituents;

 

d.     To promote a Recycling Center for small scale and new technology development for preparing recycled products and for exhibition of the recycled products as well as environmental education through MRF activities.

 

e.     To promote interest from the households in the barangays turn into opportunities and livelihood projects;

 

f.      To promote the best environmental practices in ecological Solid Waste Management.

 

3.     The AKENRO and the DENR together with the LGU-Tangalan jointly conducted the Performance Evaluation of sixty nine (69) Certificate of Stewardship Contract Holders in Brgy. Panayakan and Lanipga renewable for another 25 years or cancellation last August 17-31, 2009.

 

4.     In preparation for the Information, Education and Communication campaign (IEC) on environmental issues and natural resources concerns, the PENRO conducted research on environmental information, education, issues and concerns and attended trainings, seminars, summits, conventions and the like to further enhance knowledge on environment and natural resources.

 

 

THINGS TO BE DONE IN 2010 AND BEYOND

 

1.     Conduct IEC campaign on Ecological Solid Waste Management and Climate Change Adaptation and Mitigation in the different Municipalities of the Province.

2.     Operationalize the Materials Recovery Facility With Composting.

3.     Establish and operationalize the Provincial Water Testing Laboratory

4.     To conduct jointly with the DENR and LGU concerned in the performance evaluation of CSC Holders for the renewal or cancellation of their tenurial instruments.( ISF Projects)

5.     To oversee the implementation of the Environment Code of Aklan and actively participate in the preparation and issuance of its Implementing Rules and Regulations.
