The province of Aklan recently organized a technical working group for the establishment of a crisis management committee in the province.
The move, initiated by the provincial government through Aklan Governor S. Marquez, is in response to SP Resolution No. 2010-062 sponsored by Vice Governor Gabrielle V. Calizo-Quimpo and co-sponsored by all members of the Sangguniang Panlalawigan here, which is a “collective resolution requesting the Department of Interior and Local Government and the law enforcement agencies under it, particularly the Philippine National Police, the Provincial Government of Aklan, all related national and local government agencies, and private sector organizations in the province to organize a security crisis management structure to craft and implement a ready, doable, adequate, and responsive security plan and protocol designed to preempt and effectively respond to crisis situations involving security very particularly focused on the tourist gateways and destinations in Aklan”.
The group has already started meeting and will soon be strengthened officially through an Executive Order soon to be released by the Office of the Provincial Governor.

As functions, the organized group will initiate and coordinate activities and meetings of TWG members; assist in organizing a security Crisis Management Committee in Aklan to address any crisis/emergency situations in the province; recommend for the approval of the provincial security plan of action that will be implemented responsibly when a crisis situation occurs and to resolve a hostile situation, investigate and prepare a criminal case for prosecution under the law.
The TWG will also recommend for the approval of the proposed fund support for the Provincial Special Weapons and Tactics (SWAT) Individual and Team Equipment including its training requirement; and to recommend for the approval of guidelinesin the participation of local chief executives in the established Crisis Management Committee under the Municipal Peace and Order Council (MPOC).
During its second meeting at the APPO Headquarters at Camp Pastor Martelino, the APPO, through Provincial Director Bragais conducted a Briefing/Presentation of Crisis Management Organization and its Structure. He also presented the composition of SWAT Team and Equipment. On the other hand, the CAAP, the Philippine Coastguard and AVSEGROUP Caticlan presented their respective contingency plans.
For the next meeting, PD Bragais requested other members to present their contingency plans. He also appealed to agencies to localize their presentations in order to adapt better to the local scenario.
Lined up to present their respective contingency plans are the Philippine Army and the KBP. The KBP is expected to present Media Protocols/Procedures during Crisis/Emergency Situations. (PIA/Venus G. Villanueva)
